Managers and employees are considered as the most important assets of institutions to maintain survival and increase effectiveness, and their knowledge, skills and capabilities should always be improved. In other words, human capital is the only resource that is different from other capitals and does not have the negative characteristics of other capitals, such as perishability, imitability, etc. Therefore, human capital is known as the main basis for the development of institutions. The religious groups, as one of the most authentic religious and popular institutions, need the development of human capital in order to continue their existence and increase their effectiveness. In addition, the successful performance of the boards throughout the history of Shia in the field of education and development of people's vision, motivation and behavior doubles the study of the mechanisms of education and human development in this institution. In this research, with a case study of student councils, an attempt was made to examine the development model of staff of hei’at. During the interview with 8 field experts of student councils and 4 experts in this field, 62 basic themes, 19 organizing themes and 6 comprehensive themes were obtained. Finally, the dimensions of the staff of hei’at development model were explained in the form of comprehensive themes under the title of considerations for attracting, identifying development needs, designing and compiling development plans, implementing development plans, evaluating development plans and the consequences of staff of hei’at development as a process.
