Identifying and Explaining the Obstacles of Performance-Based Payments in Public Organizations

Abstract

This research is aimed at identifying and explaining the obstacles of performance-based payments in public organizations. This is qualitative research whose data is collected by interviewing the mangers of public organizations. Data analysis is carried out by inductive thematic method. Research population include middle managers of the public organization in Tehran having experienced the establishment of goal-oriented systems. Sampling was conducted by snowball method which resulted in a sample of 9 people. The results indicated that factors such as weak performance evaluation systems, lack of proper knowledge and expertise, low participation by the employees for the establishment of these systems, low managerial commitment, low communication and information technology, improper fund and facilities, the especial situation governing public organizations, and the traditional approach of management were the internal essential obstacles. Weakness of laws and regulations, as well as the inappropriate economic situation of the government were identified as the external obstacles in the way of exercising performance-dependent payment systems.
