A Framework for Designing Human Resource Strategies

Abstract

Concentration of the human resource strategic management on presenting a model for human resource management provides the organization with an ability to achieve its strategic goals. This research is intended to design a standard and systematic framework on the basis of strategic reference points for designing human resource strategies. The suggested framework was designed in an oil industry dependent company to examine the practicability of the suggested framework. 22 human resource experts were selected through a nonprobability judgment sampling method. The indicators of the two main aspects of reference point model, including the necessity of monitoring the process/result and the supply of workforce from inside/outside were proposed by these experts. Employing the indicators, the questionnaires of strategic reference points were developed and were distributed among the experts. Considering the mean and standard deviation of the indicators, the strategic characteristics of each of the fourfold job groups was identified. The results indicated that commitment strategy was suitable for managerial and technological jobs, paternal strategy was a proper one for supportive jobs, and secondary strategy was good for servicing jobs. Finally, the strategies for human resource subsystems were designed.
