The Methodology of Making and Implementing Empowerment Strategy of Human Resource in the Cultural Ground of Iran

Abstract

This article intends to provide a model for the methodology of making and implementing empowering strategy inIran, based on the data analysis of a research entitled: "the role of culture in selecting the model of strategy making". In the typology of cultural strategies, the strategic referential point is considered with a view to social sciences and culture. Strategy making based on culture can be considered from two different aspects. Social view contains rational and intuitive approaches (in line with the models of Schneider and Barso). The other aspect is related to organizational culture containing flexible and nonflexible culture (in line with the findings of Hofestede's studies). The results of this research indicated that situation-oriented model (flexible attitude to culture and rational attitude towards social sciences) can be the best for the study ofIran. Accordingly, based on cultural strategy, functionalist empowering strategy is suggested for the study ofIran.
