An Appraisal of the Human Resource Capabilities Associated with Interoperability Maturity of Electronic Government

Abstract

Any changes in an organization entails accepting and acquiring of the essential skills by the human resources of that organization. Interoperability of electronic governments has emerged as a new issue in today's organizations referring to the concept of common collaboration among organizations. This research is aimed at identifying human resource capabilities needed by organizations during various stages of their maturity in e-government interoperability. A purposive nonrandom sample of 16 experts was selected from among the experts based on the criteria of education, professional experience and written works. This is a mixed method research in the first stage of which, qualitative directed analysis, the maturity stages of interoperability and human resource capabilities associated with each stage were identified. In the quantitative stage, using the Fuzzy Delphi technique, the identified items were confirmed by the experts. The results indicated that the required capabilities of human resources in the early stages of maturity of the interoperability are mainly technical, and as the interoperability maturity progresses go further, these requirements become more complex including theoretical or cognitive skills.
