A Model for Human Resource Supply and Adjustment System (An Investigation in the Civil Service Management Act)

Abstract

Carrying out a pathological study of the present situation, this research intends to present an appropriate model for the desirable situation. The study is conducted through a qualitative approach. The statistical community of this research includes a panel of 20 experts and professors of public administration in human resource. Qualitative data were collected from interviewers with the research participants taking part in interviews lasting between 45 to 60 minutes. Data analysis was performed in different stages based on which a qualitative research model was designed. The analyses resulted in the identification of more than 304 codes or initial concept of interviews, as well as 121 concepts and 36 components or subcategories. Having defined 36 subfloors, the researchers began the designing of the main categories. According to the subcategories, eight main categories were defined which were classified as "misconceptions and perceptual errors", "human resource planning in organizations", "designing a different human resource supply and adjustment system", "defective evaluation system", "relationship orientation", "organizational features", "individual characteristics", and "supply and adjustment of proper human resources". They were defined in terms of causal conditions, essential categories, grounding factors, interventional factors, strategy and outcome.
