Abstract
The country's administration system is facing many challenges. One of the most important challenges is the lack of managers who think and act in line with the values of the Islamic state, which requires planning to design an educational system for the preparation, growth and excellence of such managers. Therefore, we need a special educational system that, through its establishment, along with preparation, will provide the training ground for Islamic state managers. Therefore, the topic that was discussed in this article is how to design a special education system for staffing, a education system that can spread the discourse of the Islamic Revolution in the society of managers, in a way that Educational works should be manifested in their existence. In this regard, the present research, using the focus group method, attempted to identify the elements of the educational system of Islamic state managers. The participants in the focal group of managers were involved in the issue of regulations for the provision and education of professional managers of the country's executive bodies. The qualitative content analysis method was used to analyze the data. The analysis of the data of the focus group showed that the manager education system has four pillars: the educational field, the content axis, the educational model, and the coach. These four pillars interact with each other to determine the design framework of the manager education system.
