Abstract
The purpose of this study is to identify and explain the underlying causes of workforce shortages in industrial enterprises in Razavi Khorasan Province. The present study is qualitative in nature and has been conducted using an inductive thematic analysis approach. Data collected through semi-structured interviews with 23 managers, specialists, and experts in the field of human resources, who were selected purposefully. Data analysis was performed through an inductive process using a three-stage coding procedure—comprising open, axial, and selective coding—to extract the main themes from the data. The research findings revealed that individual reasons (such as dissatisfaction with salary, the gap between academic qualifications and professional skills, weaknesses in skill training, negative attitudes towards industrial jobs, the declining appeal of the industry among the new generation, and the tendency of the workforce to migrate); organizational reasons (such as weaknesses in incentive systems, challenges in recruitment and retention, the absence of human resource strategies, deficiencies in career guidance, lack of attention to development and succession planning, and the absence of a safety culture); and extra-organizational reasons (including economic instability, weaknesses in local industrial structures, cultural differences between the workforce and industry owners, insufficient government support, legal barriers, the gap between labor supply and demand, and the failure to utilize modern employment models) are among the most significant obstacles to attracting and retaining an efficient workforce in the industrial sector. The results can provide basis for policymaking in areas of education, skill development, and improvement of the work environment in the country's industries.
