Identifying the Components of Political Management Resilience in Maintaining Independent Capable Managers

Abstract

Managing the macro-political arena of society requires resilience, consensus-building, transcending individual and partisan interests, and being committed to national interests. The author aims to identify the components of political management resilience in maintaining capable managers in government administration. This research has an applied purpose and was conducted with a qualitative approach, including the systematic approach of Strauss and Corbin to the grounded theory strategy.

In order to collect data, open interviews were conducted with 11 academic-executive experts. The process of exploration and analysis continued with the purposeful mixed sampling and snowball method until the final saturation stage. The data were analyzed in three stages: open coding, axial coding, and selective coding.

The research findings were expressed in the form of 44 conceptual codes and 6 main categories: "Resilient, convergent, and law-oriented political management" as a causal condition; "Decision-making and knowledge management system" as a grounding factor for implementation or an pivotal axial phenomenon; "Participatory leadership and balanced governance system" as a mediator; "Cultural and institutional infrastructure supporting organizational resilience"as a ground for relative stability; the strategy of "empowerment and dynamic learning."; and finally, "institutionalizing efficiency and sustainability in the organizational resilience system," through training and empowerment. In this way, we can hope to create a society that benefits from the components of a sustainable development, and especially a society that benefits from ethical values based on promoting organizational culture.
