Strategic leadership capabilities of public administrators working in political positions

Abstract

The prerequisite for dealing with the important topic of human capital management is to know the characteristics of the target audience, and it is important and vital to deal with the identification of capabilities. Accurate and correct understanding of the capabilities considered for each range of human capital is of great help in finding talent, planning their development and nurturing. In this research, while reviewing the scientific literature in the field of leadership capabilities, using the theme analysis method and software (MAXQDA 20), the opinions of 11 scientific and experimental experts who were selected by snowball sampling were analyzed and coded, and finally By extracting 336 basic concepts, 56 organizing concepts and 9 advanced concepts, strategic leadership capabilities of government managers working in political positions were extracted. The strategic leadership capabilities of public sector managers working in political positions extracted from this research are: personality, strategic diagnosis, strategic design, communication, guidance, managerial, spiritual, educational and organizational capabilities.
