Identifying the characteristics of competent talents in the government of the Islamic Republic of Iran from the perspective of the Supreme Leader

Abstract

This study examines the characteristics of talented individuals who are suitable for employment in the government of the Islamic Republic of Iran from the perspective of Ayatollah Khamenei. Given the differences in the characteristics of talented individuals for working in the private and public sectors, as well as the unique characteristics of the government of the Islamic Republic of Iran, this study has borrowed from the Supreme Leader’s discourse treasury to count these characteristics. In this study, in the background, the results of research that have been defined around the characteristics of talented individuals for working in governments and their differences with the talents of the private sector have been examined. Next, by examining the statements of the Leader, all speeches with system officials, elites, the Supreme Council of the Cultural Revolution, students, teachers, and professors were examined, and a total of 142 speeches were counted, and through them, 72 speeches were identified as containing relevant content and entered into the analysis process. These lectures have been analyzed using the content analysis method. After going through the content analysis process, seven characteristics of giving importance to religious and spiritual values, self-belief and self-confidence, individual and social ethics, responsibility and accountability, effort and perseverance, rationality and resourcefulness, and innovation and hope have been introduced as the results of the research
