This study aims to design a talent management model grounded in a good governance approach within Jahad Daneshgahi. The research employs a qualitative grounded theory approach. Data were collected through semi-structured interviews with academic experts, senior managers, and HR specialists affiliated with Jahad Daneshgahi, and analyzed through open, axial, and selective coding. The findings indicate that talent management based on a good governance approach is shaped by causal conditions, including managerial roles, technology and digital transformation, talent development and empowerment, and talent management strategies. Contextual conditions—such as organizational culture and climate, leadership style, workplace facilities, and knowledge integration—along with intervening conditions—including internal challenges, managerial changes, and economic and political factors—effectively influence this phenomenon. Organizations may achieve outcomes such as improved organizational performance, enhanced employee motivation and well-being, better job–person fit, and improved work policies by adopting strategies like improving the work environment, developing and empowering employees, fostering innovation, and strengthening organizational communication. The primary contribution is an integrated and context-specific model that conceptualizes talent management not merely as a human resource function but as an integral component of organizational governance architecture. Emphasizing the cultivation of human capital aligned with Jahad Daneshgahi’s institutional missions, the model offers a distinctive alternative to purely functionalist approaches, serving as a practical roadmap for policymakers and managers seeking to institutionalize talent management based on the principles of transparency, justice, participation, and accountability.
